Capability Review

Capability Reviews are being conducted across Whitehall, to improve the capability of the Civil Service to meet today’s delivery challenges while at the same time being ready for those of tomorrow.

They consider capability in the Civil Service in three key areas – leadership, strategy and delivery. Each review aims to identify where departments need to improve, and to include key actions which will address these areas.

Defra’s review took place in the third tranche of reviews, during autumn and winter 2006-7.  The findings of the Government’s Capability Review of Defra were published on 27th March 2007.  The Report, together with further information about Capability Reviews and Reports from other Departments, are available on the Cabinet Office website:

Permanent Secretary Helen Ghosh has welcomed this report and the focus which the Capability Review has helped bring to our efforts to build the kind of Department we want Defra to be.  She says, “I am delighted the Review concluded that Defra has come a long way since it was set up in 2001 and recognised our achievements…. At the time of our Capability Review, Defra was already setting out an ambitious programme of change to respond to this challenge.  This programme ... will create a Department which is more responsive and innovative; where outcomes will be developed in true partnership, and policy-making will be effective and consistent.  Defra will be differently shaped and smaller, and a place where it is easy to get things done.”
