Defra policy on awarding contracts: requirements

Defra is committed to achieving Value For Money (VFM) in all its procurement activities while having regard to propriety and regularity.

Defra procurement processes will comply with the Government Procurement Code of Good Practice for Customers and Suppliers.

The cornerstones of this code are:

  • Fairness
  • Honesty and openness
  • Efficiency and effectiveness
  • Professionalism

Defra will comply with the requirements of the EU Procurement Directive where they apply, and will normally adopt comparable processes even where tender is not subject to their full application.

Defra will utilise open, transparent competitive tendering processes. Competition is the foundation stone of central government's procurement policy and should ensure better VFM.

Competition will mean access is gained to a wider range of potential suppliers and proposals. Competition also gives suppliers fair access to government funded work and avoids any suggestion of favouritism.
