Defra policy on awarding contracts: award criteria

Introduction

Defra awards its contracts on the criteria of Most Economically Advantageous Tender (MEAT) which comprises key components such as sustainability when evaluating Whole Life Costs to delivery Value for Money.

Defra's standard approach, the technical and financial proposals of Tender submissions are evaluated separately, with each section of the technical evaluation weighted accordingly to its overall importance and scored in terms of delivering the required specification.

Only submissions that pass the technical threshold will have their financial score added to the final technical evaluation in order to assess the best Value For Money.
