Rural Payments Agency Strategic Advisory Board
The RPA was formed in 2001 by merging the paying agency function of the Ministry of Agriculture, Fisheries and Food (MAFF) and the Intervention Board (IB). In very simple terms, RPA runs a paying function and a compliance function while collecting and managing a wide range of industry data and serving as the funding body for CAP-financed schemes in the UK.
In March 2006 the, then, Secretary of State Margaret Beckett commissioned a review of the Agency to look at its functions and potential future role. The review carried out by David Hunter was published by Defra on 19 March 2007.
The Hunter review identifies the core business that RPA should be focusing on in the period ahead and the role that RPA should play in the delivery landscape. Ministers welcomed the report which made a number of recommendations to help improve the agency’s long term delivery. RPA is also working on recovery measures to reflect the report’s recommendations.
RPA Strategic Advisory Board (SAB)
Acting on a consensus, following the RPA Ownership Board away-day in September 2006, Defra wound up the RPA Ownership Board and a new Strategic Advisory Board was set up to replace it. The new Board, which had its first meeting in November 2006, advises the Defra Corporate Owner.
