Consultation on Implementation of the Market Surveillance and Compliance Requirements of the EU Eco-design of Energy Using Products and Energy Labeling Framework Directives.
- I am writing to invite views on our proposals to implement the Market Surveillance and Enforcement requirements of the EU Energy Labelling and Energy Using Products Framework Directives. The consultation is split into three main parts:
- Part 1 asks for comments on three options under consideration for which should be the authority(ies) responsible for enforcing the requirements of the Energy Labelling (92/75/EC) and Ecodesign of Energy Using Products (2005/32/EC) Framework Directives.
- Part 2 aims to gather stakeholder views on a proposed expansion of the enforcement options available to the market surveillance authority, in particular through the establishment of an administrative penalties regime and also on the strengthening of the current criminal sanctions already available to enforcement bodies.
- Part 3 aims to gather views on draft Government guidance documents for the first 5 implementing measures recently agreed in Europe under the EUP Directive on standby and off mode power consumption, external power supplies, simple set top boxes, tertiary lighting and general lighting. The Government will continue to work within Europe to also promote the adoption of EU level Guidance.
