Consultation on the guidance for airport operators to produce action plans under the terms of the Environmental Noise Regulations 2006

The Environmental Noise (England) Regulations 2006 (as amended) aim to avoid, prevent or reduce on a prioritised basis the harmful effects, including annoyance, due to exposure to environmental noise.  The Regulations require a noise mapping and action planning process to be taken forward on a five-year rolling programme. The first round of mapping was submitted to the Commission by the end of 2007 and the first action plans by 18 January 2009.

This guidance is aimed at facilitating the process for airport operators who as the competent authority are responsible for producing their own action plans. Among the actions the airport operators must take into account when drafting their plans include:

  • consider what further measures should be taken in residential areas that are exposed to more than 69 dB LAeq, 16 h;
  • examine the day, evening and night results produced from the noise mapping and consider whether there are any features of the noise impact that might be measured further;
  • ensure there is an effective complaint handling system in place;
  • consider the information from any noise complaint data that is held and whether there are any measures that might be taken to manage further the aircraft noise impact;
