Livestock Partnership

A government / industry livestock identification and tracing solution that has the confidence of all users, improves compliance, and provides value for money.

CPH Programme Update July 2009

Agreement has been reached by the Livestock Information Strategy Steering Group (LISG) on the further work required to determine the immediate direction of the CPH Programme.  Once this work is complete we will be in a better position to seek funding approval. This support from LISG is a positive step forward for the programme.
The first steps agreed by LISG were:-

  • GB View of Livestock Information

To form an integrated GB view of existing land information using the CLAD system.  This will be created by pulling across payments land parcel data from England, Scotland and Wales into CLAD.  There will be no new data capture, at this stage.

This will provide Animal Health with a unique data set which will support its operational delivery and also provide an improved picture of livestock locations in the event of a disease outbreak.  It will also allow us to test the draft business rules before implementation to assess impacts.

  • Business Rules

Existing business rules for the issuing of CPH numbers by the payment agencies will be revised. The aim will be to ensure that a consistent set of business rules are applied and maintained. This will prevent any further deterioration of the CPH landscape.  These business rules are currently being developed with input from both internal stakeholders and Industry.
                                                                                                                      

  • CTS Links and SOAs

Further work will be done by the programme to review whether the risks posed  by CTS links and SOAs (Single Occupancy Authorities) can be addressed in advance of the implementation of any new land grouping and extended use of isolation facilities. The work will need to take account of the impact on Industry and will draw on conclusions from the SOA Risk Pathways project undertaken in FFG as well as ongoing CPH business rules work.

  • Isolation Facilities

Legislation in England currently permits limited use of Isolation Facilities by keepers. The programme will explore the potential for extending the use of these Isolation Facilities in line with proposals in the Madders Report. The work will be carried out in partnership with Industry and will consider the operation and enforcement of these facilities.

LISG were keen to demonstrate tangible progress to improve the picture of land where livestock is kept. In addition to the first steps highlighted above the   CPH programme will also continue to work on defining a vision for the future. To this end LISG has asked the Programme to provide a routemap which sets out the strategic steps towards delivery of an overall solution.
