Animal By Products Requirements
Plants which are undertaking brainstem testing and disposal must be approved under the ABP Regulations as:
- Category 1 incineration plant; or
- Category 1 rendering plant.
Plants which are sampling and subsequently transhipping carcases for disposal must be approved under the ABP Regulations as Category 1 intermediate plant.

Carcases of cattle awaiting a BSE test result must be destroyed at premises approved to receive such carcases by either direct incineration or rendering followed by incineration of the rendered material.
There is currently no system in place to feed results back to testing premises and consequently all carcasses of cattle must be disposed of by either direct incineration or rendering followed by incineration of the rendered material
The reasons for these disposal requirements are that:
- cattle which were either born or reared in UK before 1 August 1996 are considered by the EU to be equivalent to a BSE cohort i.e. exposed to the same contaminated food as a BSE case when young and most likely to become infected. These cattle must be destroyed by incineration or rendering and incineration.
- we have not yet agreed arrangements for official controls (for which industry would need to pay) and transmitting test results to sampling sites. Until this is done, we are bound by the requirement that all parts of all cattle that must be tested and for which there is no negative test result must be destroyed by incineration or rendering and incineration.
Traceability
If the premises receives any other Category 1 material this can continue to be disposed of in accordance with other disposal routes within the Animal By Product Regulations. However the premises must be able to demonstrate that all carcases which are received for TSE testing are disposed of by incineration or rendering followed by incineration of the resultant material. This disposal route must be demonstrably separate to any other method of disposal used for other animal by products on the premises unless all material from the premises for disposal is destroyed or consigned for destruction by incineration or rendering followed by incineration of the rendered products.
