Schedule 4 lists all species of birds that are required to be registered with the Secretary of State.  These species are also listed on Annex A of EC Regulation 338/97 and require an Article 10 certificate for commercial use.

The following birds must be registered with the Wildlife Licensing and Registration Service and will be issued with a blue registration document:

Unless they have a valid Article 10 Certificate issued by the UK CITES
Management Authority (the Wildlife Licensing and Registration Service – WLRS), the following birds must be registered and , be issued with a blue registration document.

Merlin Falco culumbarius
