Regulators' Compliance Code

  • To undertake an analysis of the costs and benefits of data requests to regulated entities giving explicit consideration to reducing costs.
  • To share data when two or more regulators require the same information.
  • To collect data in a way that is compatible with the processes of regulated entities and those of other regulators who collect similar data.

Evidence of changes made to programmes, programmes delivered or ways in which activities are run that reflects the code:

Animal Health shares data with Defra and other agencies wherever and whenever it can subject to the constraints of data protection. A major Business Reform Programme (BRP) is also under way the core of which is a new IT system to replace our ageing one. The first module will be implemented this summer enabling us to capture and keep up to date customer information more efficiently.

Circumstances where the Code’s provisions are either not relevant or are outweighed by other relevant considerations

We are constantly looking for ways to improve our data sharing with other agencies but this has to be constrained by the data protection legislation.

Future work and long term ambitions that will reflect the code

Further development of the BRP and it links with other systems.

A review of Animal Health forms which currently number over 1000.

Further, Animal Health currently has a Livestock Partnership Programme. Working with the industry, Defra and the LAs, this group is tasked with producing proposals to implement the Madders Review. These proposals concern the information Animal Health needs about its customers, their livestock and livestock movements to ensure that we can deliver our disease control responsibilities effectively and efficiently.
