Summary of Responses to the Charging Consultation

In February 2008, Defra launched a consultation to invite views on proposals to introduce a full cost recovery charging regime for processing and issuing CITES licences. The summary of responses is now available on Defra's website here.

Fifty eight responses were received from a range of stakeholders. In addition, six responses were received after the deadline. Whilst these are not included in the summary of responses, the views expressed have been taken onto account in determining a way forward.

The consultation failed to identify sufficient evidence to accurately quantify the impacts of the proposed charges. Defra are therefore delaying the introduction of the new charging regime until 6 April 2009.

This will give them the opportunity to undertake a fuller assessment of the expected impacts, particularly on businesses. It will also allow additional time to consider the issues raised in response to the consultation exercise in order to identify whether any options are available to mitigate the expected impacts on stakeholders
