Blood products derived from animals terated with substances prohibited under directive 96/22-imports from third countries

Purpose

The purpose of the OVS Note is to advise you of the publication of EC Regulation 523/2008 which amends EC Regulation 1774/2002 and permits imports from third countries of certain blood products derived from animals treated with substances prohibited under Directive 96/22/EC.

Action for OVS

OVSs to note:

  • the transitional period for application of this Regulation means that BIPs can accept consignments of blood products certified under current rules until 12 December, provided that they are presented to a BIP by 12 February 2009. 
  • that consignments certified in accordance with the conditions of Chapter IV A 2 of EC Regulation 523/2008 (paragraphs 2.2 and 2.3 of the CIN refer) may come from an approved technical plant directly to the BIP. Alternatively, consignments may come from an approved technical plant via an approved storage plant (both of which must be in the country of origin) (para II.3 of model certificates in Chapter 4C and 4D of Annex to Regulation 523/2008 refer).
  • consignments must be accompanied by the appropriate health certificate in accordance with the models in Annex X of EC Regulation 1774/2002.
    • Until 12 February 2009 (see first bullet point above), consignments certified with the model certificate in Annex X, Chapter 4(C) of EC Regulation 1774/2002 as last amended by Regulation 829/2007 may be accepted. The title of that certificate is “For blood products, excluding serum of equidae and intermediate products as referred to in Article 1 of Commission Regulation (EC) No. 2007/2006 to be used for technical purposes, as intended for dispatch to or for transit through the European Community.”
    • From 13 February 2009, consignments must be certified with one of the model certificates in Annex X, Chapter 4C or Chapter 4D of EC Regulation 1774/2002 as last amended by Regulation 523/2008.
