Post import testing of live poultry coming from outside the EU

Purpose

1.  To advise you of changes to post import testing of live poultry imported from non-EU countries.  This is not about poultrymeat.

Background

2.  Under existing rules, all consignments of live poultry imported from outside the EU are subjected to multiple inspections and tests regardless of risk. 

3.  Following the consultation carried out in February, we have agreed the rules should be changed in respect of live poultry imported into Great Britain from outside the EU.  Therefore, consignments of poultry imported on or after 1 June 2008 will be subject to a reduced post-import checking regime.  They will be tested for Avian Influenza, Newcastle Disease and Salmonella if there is suspicion of disease.  We will also continue to do spot checks.  All consignments will be subjected to at least one visit to inspect the consignment at the end of the required six week post import isolation period. 

4.  Although not a requirement under animal health import requirements, importers may want to consult their veterinary advisers to establish a programme of private testing for salmonella and other diseases.  Breeding poultry imported from outside the EU that go into the EU production chain will still be subject to statutory testing for public health salmonellas.  This is covered under the salmonella control programmes required by Regulation (EC) No 2160/2003 (as amended) which may be consulted for guidance.

5.  Consignments that are considered to be a higher risk e.g. where a certification problem is identified or there has been a disease outbreak in the exporting country, may be subjected to more intensive supervision and testing.

6.  Stakeholders should be aware the testing regimes in Northern Ireland will remain the same.
