Outbreak of highly pathogenic avian influenza in Israel

Purpose

1.  To advise you of the latest situation in respect of Highly Pathogenic Avian Influenza (HPAI) in Israel.

Background

2.  On 15 January we issued Customer Information Note AI/API 2008/11 advising of an outbreak of HPAI in Israel.  The European Commission has implemented safeguard measures in accordance with Commission Decision 2008/161/EC.

3.  These measures have been implemented in England by Declaration IAH DEC 2008/07  and imposes restrictions on the following commodities:

(a)   live poultry, ratites, farmed and wild feathered game and hatching eggs of these species;
(b)   fresh meat of poultry, ratites, farmed and wild feathered game; 
(c)   minced meat, meat preparations, mechanically separated meat and meat products consisting of or containing meat of those species referred to in sub-paragraph (b) (“the relevant species”);
(d)   raw pet food and unprocessed feed material containing any parts of the relevant species,
(e)   eggs for human consumption from the relevant species, and unpasteurised egg products produced from those eggs;

4.  Restrictions are in place in the following areas:
IL-2
Area of Israel within the following boundaries:
— to the west, the Mediterranean Sea,
— to the south, highway number 65,
— to the north, highway number 70 (Milek Valley),
— to the east, the route of highway number 6 which is under construction along the western ridge of Mount Carmel.

5.  The Decision shall apply until 2 July 2008 however from 3 April 2008, imports into the Community of the commodities referred to in paragraph 3 shall be allowed from the whole territory of Israel, subject to the inclusion of the following words in the veterinary certificates accompanying consignments of those commodities:

‘Consignment in accordance with Commission Decision 2008/161/EC’.
