Import of animal by-products from third countries – New certificates
Purpose
1. To remind stakeholders of the required certification for animal by-products from third countries.
Background
2. Commission Regulation (EC) No 829/2007 (1) (warning this is a very large file) was published on 21 July 2007. The Regulation further amends Regulation 1774/2002 in respect of a number of areas including a new commercial document and new certificates for all categories of product.
3. For some products, it is only the format that has changed, but in certain cases, the conditions for import have also changed.
4. The Regulation entered into force on 24 July 2007. However, in accordance with Article 2 (as amended by Commission Regulation (EC) No 1256/2007) (2) states that:
‘for a transitional period until 30 April 2008, Member States shall accept consignments accompanied by commercial documents and health certificates completed and signed in conformity with the provisions of Regualtion (EC) No 1774/2002 applying until 23 July 2007.
Until 30 June 2008, Member States shall accept such consignments if the accompanying commercial documents and health certificates were completed and signed before 1 May 2008.’
5. That transitional period has now expired. Therefore the documentation laid down in Regulation 829/2007 should now be used.
6. It has come to our attention that consignments have recently been presented at UK BIPs accompanied by the ‘old style’ certificates. Stakeholders must note that any consignments presented at the Border Inspection Post accompanied by the ‘old style’ certificates will be rejected and either re-exported or destroyed.
7. Stakeholders should also note the contents of Customer Information Note API 08/104 issued on 20 June in respect of certification for blood products.
