* The total number of registered holdings is lower in comparison to last year's total. This was the result of holdings being closed on the database following notification by keepers (via returned statements) that the holdings were no longer used to keep cattle
** The total number of holdings inspected is proportionately higher than the total number of inspections made as in GB often the inspection will involve more than one holding; these are usually linked holdings belonging to the same producer

Inspections were undertaken:

  • in England, by inspecting officers of the Rural Payments Agency on behalf of the Department for Environment, Food and Rural Affairs
  • in Scotland, by inspecting officers of the Scottish Executive’s 16 Area Offices
  • in Wales, by inspecting officers of the National Assembly for Wales Agriculture and Rural Affairs Department's three regional offices
(b) Criteria for risk analysis
  • The CII selection for England is undertaken by the RPA using the Combined Bovine Risk Analysis (CoBRA) System, which interfaces with CTS. For the inspection year just passed and up until the current CII year (1 June 2005 to 31 May 2006) a separate IT tool had been used to select inspections for Scotland and Wales. From 2005/06 onwards the risk analysis will be run for GB using the same IT tool
  • Holdings are primarily selected by a risk assessment. The content of the risk assessment is dictated by the regulatory risk factors set out in Article 2 of Commission Regulation (EC) No 1082/2003
(c) Types of discrepancy observed

On each occasion that a discrepancy is detected the individual animal is flagged on the Cattle Tracing System (CTS) database with one of the following statuses:

  • DB - Incorrect date of birth
  • NA - Passport present without animal
  • TG - Animal incorrectly tagged/missing tags
  • ID - Dam ID error with potential DBES impact
  • FM - Failure to report movement
  • NF - Animal not found in farm records
  • DD - Passport not returned for dead animal
  • MV - Movement details not recorded/incorrectly recorded
  • NP - Animal without passport
