Bluetongue: Movement to slaughter out of the Bluetongue Protection and Surveillance Zones
England
General licences EXD464(BT)(E) or EXD465(BT)(E) are required to move animals from the Bluetongue Protection Zone or the Surveillance Zone to slaughter outside these Zones to an approved abattoir in England or Wales. Animals from these Zones cannot be taken to Scotland.
When is a licence necessary?
In principle if the journey involves:
- moving out of a Surveillance Zone or Protection Zone i.e. crossing a Zone boundary, you need a licence for that move;
- transiting across a Zone, i.e. into a Zone and out of it without stopping - you need a licence for that move.

Objective of licences EXD464(BT)(E) and EXD465 (BT)(E)
The control strategy is under constant review with industry and wider stakeholders. The licensing regime supports the UK’s objective to contain the disease within the current restricted areas. Movements under licence are a key measure to help alleviate the economic impact of the disease controls and enable business to take place.
Moves to Slaughter
Licences for movement to slaughter may be subject to time constraints, for arrival at abattoirs outside the Bluetongue Zones, and when animals can leave the Surveillance Zone (see individual licences for more detail). These conditions are disease control measures to minimise the risk of animals from the Protection Zone or Surveillance Zone being bitten by midges whilst at the abattoir which might then transfer the disease to animals in the local vicinity.
Peak times of midge activity are dawn and dusk. Midges continue to be active during the night and are attracted by lighting at the abattoirs.
Vehicles used to transport animals should be treated with authorised insecticides prior to the movement. This will reduce the likelihood of potentially infected midges entering the vehicles and moving with the animals out of the Zones.
Insecticide treatment of the animals to mitigate the same risk is not possible due to the withdrawal periods.
Guidance on use of insecticides for treatment of animal vehicles
Before the animals have been loaded on the vehicle the inside of the animal compartment must be treated with a residual insecticide spray licensed by the Health and Safety Executive.
The following list of HSE authorised insecticides are synthetic pyrethroids approved for use against flying insects, and can be used in animal housing or similar areas such as abattoirs. The below list is for guidance purposes only, and is not a definitive list.
These products maybe suitable for use in this situation, however the user will need - as with any other treatment - to do their own risk assessment before using the particular product to see if it can be used in their situation.
Insecticides must be used in accordance with manufacturer’s instructions. Spraying at rates beyond the manufacturer's instructions will not improve efficacy and increases the risk of groundwater and surface water pollution.
Synthetic pyrethroids are very toxic to insect life in rivers and streams. You must take great care not to allow these products to enter surface or groundwater. In particular, spraying vehicles on a hard stand presents particular dangers as run-off can be concentrated.
