Secretary of State Hilary Benn made a Written Statement to Parliament regarding an incident this week at the Merial facility on the Pirbirght site, believed to have involved a leaking valve within the vaccine production system. The incident was contained by the rigorous biosecurity safety mechanisms in place. An inspection team visited the site on 21 November, and were assured that live Foot and Mouth virus had not been released into the environment. Defra has suspended Merial's licence to permit the use of FMD and Bluetongue viruses for vaccine production.

Following the lifting of the FMD Surveillance Zone, movement restrictions applicable in the Restricted Zone now also apply in the former Surveillance Zone. The conditions of some movement licences have changed. Check the licence conditions carefully to ensure you comply with them all.

A Declaration of a Protection Zone, Surveillance Zone, and Restricted Zone, following the confirmation of Foot and Mouth Disease on a farm in Surrey. In addition to the Protection and Surveillance Zones, the Restricted Zone implements a ban on the movement of susceptible animals (among other measures) and covers the whole of England (similar measures are in force in Scotland and Wales).
