Disease control: Control of fresh meat during an outbreak of exotic disease

Background

The European Council Directive 2002/99/EC simplified a raft of legislation aimed at reducing the risk of animal disease introduction and spread through animal products. This is also known as Hygiene 4 legislation.

The Directive covers a number of controls including at articles 3 and 4 the control of meat during outbreaks of certain exotic diseases. These measures are legislated for in England through the Products of Animal Origin (Disease Control) (England) Regulations 2008. Similar law is being prepared in Wales, Scotland, and Northern Ireland.

This legislation is purely concerned with animal health and reducing the risk of spread of exotic disease to animals. Separate legislation covers food hygiene standards and human health.
