Delivering and enforcing the Animal Health and Welfare Strategy: Delivery Landscape Review
In November 2005, Defra announced, as part of the Farm Regulation and Charging Strategy, an independent review of the complex delivery arrangements for inspecting and enforcing animal health and welfare regulations. David Eves CB, ex Deputy Director General of the Health and Safety Executive, undertook this review and submitted his report to Defra. He made 55 recommendations.

The recommendations were wide ranging, including clarity of roles & responsibilities, better coordination and improving performance management. The need for greater coordination was highlighted as a significant issue, leading to the recommendation for a pivotal role for Animal Health (formerly known as the State Veterinary Service, SVS) and, over time, the recommendation to consider migrating wider inspection and enforcement functions into a new Animal Health Agency centred on Animal Health.
Defra has considered the recommendations with Animal Health, Local Authorities Co-ordinators of Regulatory Services (LACORS) and other delivery bodies, and we have consulted on our proposed approach to taking these issues forward. The consultation closed on 12 October 2007 and a summary of responses has been published.
In January 2008, Defra also published an Action Plan
(70 KB), which sets out in detail how it will take forward each of Eves' 55 recommendations.
