<p>1. To advise you of:</p>

</li>
</ul>
</li>
<li>Current and possible future rules on imports of colostrum for human consumption.</li>
</ul>
<h3>Background</h3>
<p><em>Meat from Botswana</em></p>
<p>2. A European Commission audit in Botswana in March 2013 found that the system of effectiveness of official controls in the Botswana is generally well organised and has shown improvements since the last audit in 2011. However, it also identified some shortcomings in surveillance and boundaries in some veterinary control zones which could lead to an increased risk of the introduction of foot and mouth disease into the EU. Imports of fresh meat from veterinary control zones 4a and 6 have therefore been suspended with effect from 28 May.</p>
<p>3. <a href="http://eur-lex.europa.eu/LexUriServ/LexUriServ.do?uri=CONSLEG:2010R0206:20121228:EN:PDF">Regulation (EU) No 206/2010 </a>which lays down the list of third countries, territories or parts thereof authorised for the introduction into the EU of certain animals and fresh meat and the veterinary certification requirements has been amended by <a href="http://eur-lex.europa.eu/LexUriServ/LexUriServ.do?uri=OJ:L:2013:139:0006:0007:EN:PDF">Regulation (EU) No 482/2013</a>.</p>
<p><em>Camel milk from Dubai</em></p>
<p>4. <a href="http://eur-lex.europa.eu/LexUriServ/LexUriServ.do?uri=CONSLEG:2010R0605:20121107:EN:PDF">Regulation (EU) No 605/2010</a> (the Milk Regulation) lays down animal and public health and veterinary certification conditions for the introduction into the EU of raw milk and dairy products. Until recently imports were only permitted from cows, ewes, goats or buffaloes.</p>
<p>5. The risks of importing milk and dairy products derived from camels of the species Camelus dromedaries (dromedary camels) listed in Column C is no greater than milk derived from animals of the above species, provided that it has undergone appropriate heat treatments referred to in Article 4 of the Milk Regulation.</p>
<p>6. A Commission audit on animal and public health controls in relation to milk from dromedary camels from Dubai was acceptable. The list of third countries and certificates for dairy products (Milk HTC) from Column C countries has therefore been amended by <a href="http://eur-lex.europa.eu/LexUriServ/LexUriServ.do?uri=OJ:L:2013:090:0071:0077:EN:PDF">Regulation (EU) No 300/2013</a> to permit imports of camel milk only from Dubai. However, imports will not be able to take place until a list of <a href="http://ec.europa.eu/food/food/biosafety/establishments/third_country/index_en.htm">EU approved establishments </a>for camel milk in Dubai is published on the Commission’s website.</p>
<p>7. There is no transitional period provided for in the amending Regulation. However the new certificate should be used from now on for consignments of dairy products heat treated in accordance with the requirements in Article 4 of the Milk Regulation and accompanied by model certificate HTC.</p>
<p><em>Imports of colostrum for human consumption</em></p>
<p>8. Colostrum is defined in EU legislation as the fluid secreted by the mammary glands of milk-producing animals up to three to five days post parturition that is rich in antibodies and minerals, and precedes the production of raw milk.</p>
<p>9. Currently there are no EU rules in place for the importation of colostrum from third countries. However, the European Commission in Brussels has put forward a proposal to harmonise the conditions. This is only in the discussion stage and we are not sure how long it will be before negotiations are agreed. In the meantime, if you wish to import commercial consignments of colostrum for human consumption, you must apply for an authorisation using the <a href="http://www.defra.gov.uk/ahvla-en/form/iv58/">application form </a>on the website. Imports will be limited to countries listed in Column A of the Milk Regulation.</p>

			<content:encoded><![CDATA[<h2>Imports of Meat, Milk and Colostrum</h2>
<h3>Purpose</h3>
<p>1. To advise you of:</p>
<ul>
<li>recent updates in legislation in relation to imports of
<ul>
<li>Meat from Botswana; and</li>
<li>Camel milk from Dubai</li>
</ul>
</li>
<li>Current and possible future rules on imports of colostrum for human consumption.</li>
</ul>
<h3>Background</h3>
<h4>Meat from Botswana</h4>
<p>2. A European Commission audit in Botswana in March 2013 found that the system of effectiveness of official controls in the Botswana is generally well organised and has shown improvements since the last audit in 2011. However, it also identified some shortcomings in surveillance and boundaries in some veterinary control zones which could lead to an increased risk of the introduction of foot and mouth disease into the EU. Imports of fresh meat from veterinary control zones 4a and 6 have therefore been suspended with effect from 28 May.</p>
<p>3. <a href="http://eur-lex.europa.eu/LexUriServ/LexUriServ.do?uri=CONSLEG:2010R0206:20121228:EN:PDF">Regulation (EU) No 206/2010</a> which lays down the list of third countries, territories or parts thereof authorised for the introduction into the EU of certain animals and fresh meat and the veterinary certification requirements has been amended by <a href="http://eur-lex.europa.eu/LexUriServ/LexUriServ.do?uri=OJ:L:2013:139:0006:0007:EN:PDF">Regulation (EU) No 482/2013</a>.</p>
<h4>Dairy products from column C countries/camel milk from Dubai</h4>
<p>4. <a href="http://eur-lex.europa.eu/LexUriServ/LexUriServ.do?uri=CONSLEG:2010R0605:20121107:EN:PDF">Regulation (EU) No 605/2010</a> (the Milk Regulation) lays down animal and public health and veterinary certification conditions for the introduction into the EU of raw milk and dairy products. Until recently imports were only permitted from cows, ewes, goats or buffaloes.</p>
<p>5. The risks of importing milk and dairy products derived from camels of the species Camelus dromedaries (dromedary camels) listed in Column C is no greater than milk derived from animals of the above species, provided that it has undergone appropriate heat treatments referred to in Article 4 of the Milk Regulation.</p>
<p>6. A Commission audit on animal and public health controls in relation to milk from dromedary camels from Dubai was acceptable. The list of third countries and certificates for dairy products (Milk HTC) from Column C countries has therefore been amended by <a href="http://eur-lex.europa.eu/LexUriServ/LexUriServ.do?uri=OJ:L:2013:090:0071:0077:EN:PDF">Regulation (EU) No 300/2013</a> to permit imports of camel milk only from Dubai. However, imports will not be able to take place until a list of <a href="http://ec.europa.eu/food/food/biosafety/establishments/third_country/index_en.htm">EU approved establishments </a>for camel milk in Dubai is published on the Commission’s website.</p>
<p>7. There is no transitional period provided for in the amending Regulation. However the new certificate should be used from now on for consignments of dairy products heat treated in accordance with the requirements in Article 4 of the Milk Regulation and accompanied by model certificate HTC.</p>
<h4>Imports of colostrum for human consumption</h4>
<p>8. Colostrum is defined in EU legislation as the fluid secreted by the mammary glands of milk-producing animals up to three to five days post parturition that is rich in antibodies and minerals, and precedes the production of raw milk.</p>
<p>9. Currently there are no EU rules in place for the importation of colostrum from third countries. However, the European Commission in Brussels has put forward a proposal to harmonise the conditions. This is only in the discussion stage and we are not sure how long it will be before negotiations are agreed. In the meantime, if importers wish to import commercial consignments of colostrum for human consumption, they will need to apply for an authorisation using the <a href="http://www.defra.gov.uk/ahvla-en/form/iv58/">application form</a> on website. Imports will be limited to countries listed in Column A of the Milk Regulation.</p>
<h3>Action for OVSs</h3>
<h4>Meat from Botswana</h4>
<p>10. If consignments of meat from Botswana are presented at the BIP for import and originate in veterinary control zones 4a or 6, they should be detained and further advice sought from the Specialist Service Centre.</p>
<h4>Dairy products from column C countries/camel milk from Dubai</h4>
<p>11. As indicated above, there is no transitional period provided for in the amending Regulation in relation to the revised dairy product certificate. However the new certificate should be used from now on for consignments of dairy products heat treated in accordance with the requirements in Article 4 of the Milk Regulation and accompanied by model certificate HTC. If consignments are presented at the BIP accompanied by the certificate that was in place prior to Regulation (EU) No 300/2013 came into force, the consignment should be permitted, provided all other requirements are met and the importer notified that future consignments must be accompanied by the revised certificate.</p>
<h4>Imports of colostrum</h4>
<p>12. Please note the above advice.</p>

<p>1. This Customer Information Note is to inform exporters that the following Export Health Certificate and accompanying Notes for Guidance have been revised. This is to reflect new rules in the South African import protocol of additional disease control measures regarding porcine reproductive and respiratory syndrome (PRRS), which require further processing at approved facilities. This comes in to effect on 1st June 2013.</p>
<p><strong>7319EHC</strong> and <strong>7319NFG: EXPORT OF RAW FROZEN PIG MEAT (INCLUDING OFFAL, TRIMMINGS AND MECHANICALLY SEPARATED MEAT) TO THE REPUBLIC OF SOUTH AFRICA FOR FURTHER PROCESSING AT APPROVED FACILITIES</strong>.</p>
<p>Further information and guidance on products exempt from further processing will be issued in due course.</p>
<p>This certificate has been designated as “Agreed” as it has been agreed with the authorities of the Republic of South Africa.</p>

			<content:encoded><![CDATA[<h2>SUSPENSION OF IMPORTS OF BEEF FROM CHILE</h2>
<h3>Purpose</h3>
<p>1.  To advise you that the exportation to the EU of fresh beef from Chile was suspended on 27 March.</p>
<h3>Background</h3>
<p>2.  The European Commission’s Food and Veterinary Office carried out an inspection visit to Chile between 18 February and 1 March to evaluate the system of controls over the production and certification of beef, ovine and porcine meat and meat products.</p>
<p>3.  A number of shortcomings were identified in respect of official controls on bovine holdings that supply establishments approved to export beef to the EU. In light of these issues, the Chilean Competent Authority has suspended exports to the EU of beef from Chile from 27 March until appropriate corrective measures have been implemented.</p>
<p>4.  This suspension only applies to fresh beef. Imports of other meat and meat products from Chile will continue to be permitted.</p>
<p>5.  Any consignments of fresh beef that were certified prior to 27 March can also be permitted.</p>
<p>6.  We will keep you informed of any developments.</p>
<h3>Action for OVSs</h3>
<p>7.  OVSs should note the above information.</p>
<p>8.  If any consignments of fresh beef from Chile are presented for import that were certified on or after 27 March 2013, they should be detained and further advice sought from the Specialist Service Centre for Imports.</p>
