Packaging & packaging waste - advisory committee

The Advisory Committee on Packaging (ACP) was created in 1996 to advise Government on the drafting of Regulations implementing parts of the EC Directive on Packaging and Packaging Waste 94/62/EC.

The ACP was designed to give balanced representation to the four main industry sectors in the packaging chain (i.e. packaging raw material manufacturers, converters, packer/fillers and sellers) and the main packaging materials.

Following advice from the first Chairman, the late Sir Peter Parker, Ministers established a new Advisory Committee and appointed John Turner as the new Chairman on 10 September 2002. The new Advisory Committee first met on 11 October 2002 and established a number of Task Forces to take work forward and to provide input into the packaging consultation carried out in 2003.

Following the completion of their work, in June 2003 the ACP chairman wrote to Government with the ACP's recommendations for improving the operation of the packaging Regulations. To obtain a copy of this report, please email: ian.atkinson@defra.gsi.gov.uk or robert.rawlings@defra.gsi.gov.uk

The Committee has since created several further Task Forces (see below) and, whilst some of the work remains ongoing, has produced a further report providing recommendations to Government on how it may further improve the performance of the Packaging Regulations, whilst also exploring other issues affecting the packaging sector such as the minimisation..

Task Forces of the Advisory Committee on Packaging

Forward Investment Task Force

The forward investment task force was set up to investigate and determine what obstacles there were to forward investment in re-processing and collection infrastructure for packaging. Part of the group’s focus is to analyse the Packaging Recovery Note (PRN) and Packaging Export Recovery Note (PERN) systems, and to investigate whether the funds generated from the sale of PRN/PERNs is re-invested in collection and re-processing and to look at ways of ensuring such funds are correctly spent.

Upon conclusion the task force will make recommendations to the main Advisory Committee on Packaging and Government on how to encourage investment in the packaging industry that is necessary for the UK to meet the 2008 UK packaging recycling targets set out in the EU Packaging Directive.

Export Task Force

Producers of packaging waste can purchase either PRNs or PERNs to demonstrate that they have satisfied their statutory packaging recovery obligation under the Packaging Regulations. The export task force was set up to look at the packaging export market, through which PERNs are issued and to investigate whether this trade has any impact on the UK reprocessing market. It will aim to determine whether there is any market distortion as a result of the international trade in waste.

Upon conclusion the task force will report its findings to the main Advisory Committee on Packaging and Government.

Metals Task Force

Following concerns about difficulties faced in metals compliance during 2005, the Metals task force was set up in early 2006 to investigate. The committee’s primary concern was that any such continuing problems with the metals PRN market may affect the UK’s ability to meet its future metals recycling targets. In particular, it looked at the role of protocols and point of PRN (packaging recovery note) issue. The Task Force’s findings and conclusions may be found in its final report to the ACP

Farm Plastics

In May 2006 the ACP also established a sub-committee called the Advisory Committee on Farm Plastics (ACFP)  to advise the Government on how to develop the proposed new Regulations concerning the farm plastics producer responsibility issues.

Publication Scheme

Under the Freedom of Information Act 2000, the Advisory Committee on Packaging (ACP), as a Non-Departmental Public Body, is obliged to create and maintain a publication scheme. The scheme covers information which is published as a matter of course by the ACP and tells you how to get hold of it.
